Is there way to label welds with type and sizes and placement of welds?
What version (e.g. v10.x.y.z) of MicroStation or other product are you using?
How do you draw a weld? A DGN example or screenshot will help us understand your requirement.

I am wanting to do the weld as shown below without having to purchase SteelCAD and placing each symbol individually.

Have you considered MicroStation tags?

You have to place each symbol, whether using SteelCAD or plain old MicroStation.
Place your symbol (cell) and label it using tags. With tags, it's straightforward to create a report of welds.

Its very good isn't it.. I was a detailer in a previous life and used it a lot!
There also was another tool called Steel for Mstn same place you found detailer and it was great for steel sections from standards and could also use in 3d to extrude section to make beams etc....
