When I was running v8i, I could hold down the data button on my mouse and the shift key and I could pan across the screen. It appears that this feature is not used in 10. Is there any way to change the settings to be able to easily pan?

The middle mouse button or scroll wheel is used for the pan feature and actually V8i also used this same operation. You must have defined this operation as moisenn has suggested in the wiki article provided.

The combination of Shift + Data (hold shift down first then data) works for me (in MSTNCEu10) to do the pan scroll as always. You may want to check that your button assignments have not been changed.

I found the same thing. The default mouse button assignment file with CE 10 does not define the Shift+Data button.
I had to edit the button assignment file to add that feature back in.
You can create your own button menu file and have it used as a seed file.
Any time a user runs MicroStation CE for the first time, or your preferences are reset, the file pointed to by MS_BUTTONMENUSEED will be used as the default mouse button file.
