How can you open the list of cell Libraries to choose a specific Library. the .cel not the .cfs file

this is 5 years old discussion marked as "answered", so it's probably not very good idea to continue with the discussion and to "restart" it. And it seems you are asking for a different thing, which is a rules breaking. Better would be to post a new question.

I do not quite understand what do you mean by "list of cell libraries"?
Using key-in "dialog cellmaintenance" you can open Cell Library dialog and to attach a library from here.
Or you can use "attach library" key-in to select the library directly.
But in fact if you need to attach library, it's probably something wrong with your workspace. A recommended way is to MS_CELLLIST configuration variable to define what libraries should be "virtually attached", so when a cell name is used, an appropriate library is used automatically. It removes the need to attach the library completely.

Ok, first sorry about the broken rule. Second I partly use wrong terminology, not on purpose. I was a self taught CAD user who was hired but told
i would have to use micro station. so since August 2009 I have had to figure out most things via questions and replies ( some taking me to the cleaners) but learning. so yes Jan it is a cell library list of various .cel files and than I have to look through them to find the symbols used. which over time I remember more which .cel has what is needed and now learning the great .csf files which gives pictures. Again you shared the proper way to open a specific file which I will begin using. So thank you as always.

An additional benefit of defining MS_CELLLIST is that once done all your cell libraries will be listed under the file menu of the cell manager dialog.
