Unfortunate Andrew I clicked the link you posted and got this
Unfortunately, the page you've requested no longer exists. Please use the search form above to locate the information you're interested in.
I did go back to read. I was hoping to get the rest of the format Jan mentioned on the Key-in a specific .cel is called common.cel. So I did
try attach library common (nothing) tried Attach library common.cel tried Attach library "common.cel" not making progress
I did discover rc=common;dialog cellmaintenance works, but I found the rc in an old Micro station book I bought off Amazon.
Anyway if anyone wants to share the correct way to load the specific cell and I am not breaking the protocol or rules, since the link will no longer work or at least for myself.. Thanks 2:226am will have to return later ...... Thanks to all

The RC= command is still a legitimate way to load a cell library; nothing wrong with that. You may need to give it the full path, not just the library name. Try that and see if it works. Don't forget the "quotation marks" if there are spaces in your path.
If you know the cell name, as well as the cell library that contains it, you could even "chain" a command string to place that cell using a semicolon between commands. It would look something like:
RC=C:\Mycells\Common.cel;AC=StopSign
RC will load the cell libraryAC will place the named cellAR can be used if you want to place the cell as Relative
