When giving a command, eg "change dimension", the window does not appear.
When I go to windows, and ask for it, it still does not appear.
When I move every window/toolbox around, I eventually find it, hiding behind
another one.
Is there a setting I can invoke, that forces the command window to appear
when the command is activated? It would save time, and be a great help.

What is it that you are meaning by the "command window"? Is this the key-in dialog, the tool dialog or possibly the command prompt window? Did this issue start happening all of a sudden? It sounds like a Windows setting that may be affecting this operation.

I think you mean the dialog disappears or the tool pallet disappears,, ok go to the pop set > right mouse and go to settings> enable control space
now run the tool you want that you can not see the pallet or dialog... now move the mouse to a clear spot and hit both " control" & the "space bar " at the same time and the missing pallet / dialog.. should pop under the mouse
