Geographic Projection in Microstation

Hello

In regular Microstation, I am trying to set up a file with the geographic projection WGS1984. I have been able to do this and set my coordinate readout to be lat and long. When I attach a geolocated jpeg, it is in the wrong location and it is the wrong size. Does anyone have any idea as to why this is? Also, I am able to draw a line between 2 points with keying in point acsabsolute, I used 0,0 and -89 deg, 42deg. When I change the linear units from degrees to feet or survey feet, distances are wrong. Measuring a distance from one end of the line to the other is very short, it measures about 60 feet. The working units are set at 8000 per inch. Doe sanyoen know what the best working units are to get these distances to be correct?

Thank You
