Note sure how to accurately word my question - - - it is more general in nature than task specific., so here goes - - - How do you adjust the Microstation Drafting - drawings Icons? For example, in the "Placement" panel, under "Arc-Tools", when I pick "Place-Arc" it comes up (Defaults to) "Start, Center", but I want it to alway come up a "Start-Mid_End". Likewise, in the "Modify" panel, when I select "Construct Chamfer", I want it to allways come up with the "Radius" set at "1" and "Truncate" set at "Both". Likewise, in the "Modify" panel, the "Insert / Delted Vertex / Extend Line", I would like "Extend Line" on the "top" as the default. I have more, but that is what I would like to know in general. Thanks for your help.

Generally this sort of information on each of the tools would be stored and saved in the User Preference File as a part of the workspace you have started MicroStation. You need to endure you have full Read+Write permissions to the file / folder where this is located. Also, please ensure you are performing a Save Settings when any of these sort of items have been modified.

it's not possible to modify built-in behaviour of MicroStation tools. As Andrew wrote, the last used state of tools is stored in upf file, but I have to say my experience is that it does not work always and for all tools, and because it cannot be set upfront, in my opinion it's not the solution of your question.
On the other hand, you can create own "copy" of MicroStation tool and to define how the tool will be set when started.
For example, when Place arc tool, you mentioned as the example, key-in is
place arc icon
in your customized version it can be
place arc icon;eset item toolsettings placearcmode=2;set item toolsettings directiontoggle=1;set item toolsettings direction=0
Be aware it's not possible to replace a standard content of MicroStation tools and tasks, so you will have to create your own one. But in my opinion it makes sense to create own group of tools (depending on version you use it can be toolbox, task or ribbon tools group) you use often.
