I have 143 levels in my dgn; zero elements in all; no dot in the 'Used' column in Level Manager,
but when I try; to delete them, the message centre advises me, with yellow triangle
"Level is in use. Use command 'level usage <level-name> to get more details.
Do the designers intend me to do that on each of 143 unwanted levels?
If level manager says they are 'unused', why does message centre disagree?
It's a bit like trying to clear rubbish out of my back porch, but each piece of crap
paper has a good reason for disobeying me. So my porch remains cluttered with
crap.
Any assistance will be appreciated.

look at the compress options especially all the ones with SC_ in the alias column and run that first...then
go look in help on levels , keyins .. there are keyins that will purge all objects to a named level then you only need to deal with one level..
a lot of this stuff can be from import from acad and some patterns and blocks or cell definitions especially shared cells ...

I would suggest having a look through the following Wiki article which help to show how to use the LEVEL USAGE keyin as well as others to locate other types of elemnts that may exist on these levels. Much of the time it is relating back to Shared Cell Definitions.

It's not clear if and how it solved your problem with levels that cannot be deleted.

It's not sufficient information, because it tells only whether the level is used in active model (which is equal to displayed number of elements). When a level is displayed in bold, it's used, but e.g. in another model in the same design file. In such case it cannot be deleted, because it's still used.
A level can also be used not only for graphic elements, but also for other non-graphic data, usually for shared cells definitions. When not used, they can be removed using design file compress as recommended by Lorys.
A level also cannot be deleted also when it comes from dgnlib. These levels are always displayed in Level Manager dialog.

Not necesarilly. At first it should be found why the levels cannot be deleted. Based on the finiding, the best solution can be specified. Usually not every level has to be investigated.
There are plenty of key-ins to manage levels available, e.g. to delete level and when there are any elements in it, to move them into another specified level. They are described in help file.

You interpret the information in a wrong way. Level Manger tells "the level is not used in the active model by any graphic element". But as I wrote above, the level can be used elsewhere or for other than graphic element storage purpose.
Use the recommended key-in or to open Level Properties dialog (from Level Manager, choose a level, use mouse context menu and choose Properties) and see Usage tab. There are details how the level is used.
