Except, exiting PD and restarting. THen, it isnt there.
Can the display/dont display raster control work, without having to quit pd?

It's something else than you wrote in the subject: Raster removel (detach) is something else than raster switch off (attachment exist, but it's not displayed).
Can you provide a screen capture of Raster Manager dialog including Reference Hierarchy?
BTW We are not in AutoCAD, so there is no paper space ;-) Do you mean Drawing or Sheet model?

Where did you switch off the raster display? Unfortunately there are several places and tools how rasters display can be managed (which is confusing a bit in some situations), so it's not clear waht did you do and why it does not work.

Any change has to be displayed immediately, when it doesn't View Update tool usually does not help.
