I wonder what currently is the most productive way to set element's elevation in MS CE now when we don't have Civtools to work with?

It is kind of strange to have a '3D Cad software' without such a preliminary 3D tool. BTW, I have Bentley OpenRoads Designer on my computer too and it doesn't have a handy tool to set element's elevation either... That makes the program practically useless for terrain modeling.
I really can't figure why Bentley hasn't migrated Civtools to Connect Edition.
I create a cell with a text field setup to read the Z axis. When I place it, I get the true Z height

That's a good idea. I thought I could do the same with 2d for an elevation and I can set a field to read the Y value but I don't seem to be able to make it use an ACS which means levels would have to be set from the global origin for it to work.
Are you setting an element at time of placement or are you setting it on an existing element?
For an existing element(s) and go to properties and set the Z value to the height you desire.
