How to set element's elevation in MS CE without Civtools?

I wonder what currently is the most productive way to set element's elevation in MS CE now when we don't have Civtools to work with?

Are you setting an element at time of placement or are you setting it on an existing element? 
 For an existing element(s) and go to properties and set the Z value to the height you desire.

If you are talking about how to set the element's elevation, or Z value, when placing it you should be using AccuDraw to define or lock a value. The following documentation and training may assist in understanding how AccuDraw works.

 I don't think CivTools would have been a requirement to perform this type of operation.

Various functionality from old V8i MDL Apps like CivTools is being looked at for implementation in MicroStation CONNECT Edition. I believe the functionality you are describing here for Set Element Elevation is going to be implemented in a future release of MicroStation CONNECT Edition in Enhancement # 918161. If you would like to be notified of updates for this new enhancement you could raise a new Service Request which could be linked to this.

what about the move command and use the keyin 
 dx=,,new Z value to use 
 This should not change the xy values... not sure if its relative or actual as I haven't use that command for very long time as I use modz in v8i but my notes go back to before V7 and modz.ma
