How to I get the levels that I want to turn off in the master model to carry thru to the sheet model(s)?
The only way I can get the levels off in the sheet model that I'm interested in having off is to go to the drawing models one by one.

Are you using saved view attachment in drawing model. If yes, then you can use "Update From Saved View" button in reference presentation dialog to pull level on\off state (as it is in saved view) in drawing model reference.
Reference Presentation dialog can be opened by selecting the reference in reference dialog & then clicking "Set Reference Presentation" button.

As Mahendra pointed out its probably in the Saved View. The attachment from Drawing model to sheet model is usually done with saved views. You can adjust the levels which are on/off in a saved view by looking at the properties of a saved view.

What if I have dozens of drawing models? I'm using the plans production tools in OpenRoads and no matter what I turn off from the .DGN it persists to the sheets models via the drawing models. Is there anyway to turn things off from the .DGN?
Funny I was just looking at this with ORD today.
From what I can tell ORD does Design with Saved View (Plan1) referenced to Drawing model (named Plan1) (sync volume only for the saved view ref) then references drawing model Plan1 to Sheet model (no saved view).
You should be able to turn things off at any level and they will not reflect onto the sheet model. Unfortunately I don't know of a way to turn a level off in one location and it reflect off on all sheets. I would think that you need to turn the level off on each sheet. I am thinking that the easiest workflow for this will be you need to make sure the levels you want turned off/on are in that state when you run the tool.
Level states would be nice to be able to have and apply for a sheet, jmho.
