My attached cell library suddenly changes to a different library,
either after editing a cell, or sometimes placing a cell.
It sometimes scrolls, unasked, to a different place.
Can this be avoided?

I hate to be continually annoying but could you please look through the MicroStation Forum best practices as you are not providing the appropriate details to help you with your issue. At a minimum you should be providing us with the Software and Version. Screen captures can assist with the explanation as well as the workflow being performed.
