A paper space model from another dgn, whose properties included 'can be placed as cel'
was attempted to be placed as the active cell, after attaching the other dgn as cell library.
It got jammed, a few mouse presses took place, and it never recovered, rolling the blue donut
ad infinitum.
When the main file was closed (by task manager, which would not come up quickly, as PD was
hogging all cpu, i spose) , then reopened, it reopened again the the long rolling donut.
Still there after over 3 mins.
Does this mean
"Do NOT attempt to place a paperspace model as a cell!!!"
or was I just unlucky?

I did a quick test and attached a file with Sheet model. I then set one of the sheet models as my active cell and was able to successfully place it as a cell in my design model. The results where not pretty but the cell successfully placed in my file.
I am not sure what the issues could have been from your test but a sheet model should be able to be placed as a cell.
