If I add a toolbar button that runs the keyin "RASTER DISPLAY TOGGLE" to my custom menu dgnlib, why are all rasters attached with raster display of all views set to off and locked out?

this key-in is view independent and also does not rely on selection. It toggles display of all attached rasters. This is a different display mechanism then the view toggles found in Raster Manager. If you use "RASTER DISPLAY ON" key-in raster display should be restored after restarting a session.

If you want to control display by view, have a look at the following key-ins:

imgmanager display setoff

imgmanager display seton
