I have a sheet file attached reference shade, i try to put call out on the sheet , but it is always behind the shade, how could we bring that call out infront of shade?
Even i tried to selected that call out and bring it to front, it still now show.

I agree with Andrew that we need more information to be of any help.
I might suggest looking at your Reference Update Sequence to make sure that your active file is displayed "on top of" your reference.
