I've looked at everything I can think of and can't find any way to change this.

I think there is no such setting in MicroStation.
Zoom logic (what direction is zoom in and what zoom out) is implemented in the same way as in Windows to ensure all applications share the same logic.
I know that some advanced mouse drivers allows to defined configuration and to change the direction. Also when you have touchpad on notebook, Windows (not sure if all or 10 only) allows to swap the zoom direction in control panels. And I guess even the basic mouse driver allows to change the wheel direction in Windows registry (try to search Internet for FlipFlowWheel). Of course such change will be applied to all Windows applications, not to MicroStation only.

Hmmm ... why? It's probably not very difficult to add such feature to MicroStation, but it's always about how many users require it? I do not remember any such question from the past, so it's pretty rare idea I guess. I recommend to add your request to Ideas section, so it will be possible to vote about it.
Personally (because GUI changes are often not rational, but subjective) I am not able to imagine that a mouse wheel will behave differently in MicroStation and all other Windows applications (web browsers, Office, other CAD/GIS etc.). And in the case I will decide I do not like wheel "orientation" at all, I will change it at Windows driver to change all applications, not one only.
