Getting an error: Unable to create user preference file in the local drive.
But no error if the files are copied over.
Was it working before? Sometimes it's easiest to just re-install, doesn't take real long. There are some other considerations, local drive rights, configuration variables.
What task are you performing when you get the error? What flavor Microstation?

I would suggest having a look through the MicroStation Forum best practices to ensure you have provided the software and version as well as enough details for us to investigate your issue. Example files or screen captures can also help.
Is this a new workspace that it is trying to create the UPF? Where are the UPF files being copied from? Have the permissions on your local drive changed?

as Bob and Andrew wrote, it's important to specify what product, version (build number) and also what Windows do you use.
It seems to be access rights problem, I recommend to check whether an appropriate access (create / read / write) to the folder is defined.
You can use a key-in expand echo $(MS_USERPREF) to display where upf files are created (the path is displayed in Message Center dialog, in Details).
