One user here is having trouble with V7 .dgn files opening as V7, rather than upgrading to V8. The documentation states that setting MS_OPENV7 to 1 will solve this, but it does not work.
Is there something specific to the file that could prevent this from working?

Thank you (everyone) for your help. It turned out to be an issue with his installation.
Once I got my hands on his computer, logging in under my own user account caused the program to entirely fail to run beyond the splash screen, which on Windows 10 we have seen before, and the only solution we know of is uninstall all Bentley products and redo installation in the one specific order that works with the versions we are using (which are not listed by Bentley as being compatible together).
