Yes, I think that location is a "system" folder. Unfortuinately, I don't have the Connect version on my computer, so I can't be much help on where you should be putting your special, customized files. Hopefully someone who knows will be along to help.

The default location in MicroStation CONNECT is still defined by MS_SYMBRSRC variable.
The first path define by his variable is here C:\Program Files\Bentley\MicroStation CONNECT Edition\MicroStation\Default\Symb\
This folder is read-only so that the delivered resource files are not accidently edited.
You need to check this variable to make sure you are not defining this variable to look a location on your network that might be read-only. If this the case you might need to copy the file or consult with your cad administrator on modifying this file if this is not your role already.
If your linestyle resource file is located in the default location I would recommend copying this file as well and then editing the file. Always make a copy(backup) of file before editing.

Such question is wrong. There is nothing like "default folder", but folders are defined by the configuration variable.

This statement is not correct and has not been correct even in V8. What folde should be used is exactly defined by MS_SYMBRSC variable and a decision, in what workspace and when (for a user, project...) the definition should be available.
In my opinion the only right approach is to check how YOUR workspace is defined and YOU have to define whether you want to use it in all your projects or in only selected ones.
When I checked how MS_SYMBRSC is defined in my installation (CE Update 11), it's

but as I said before the files in this folder are protected when microstation is open
so I will have to use rsc as a "specific workset" with a defined folder
