I have noticed with U11 that if you use Reference>Exchange or View Previous View Group to get to a model this sets this model as Read Only. I don't think that it happens all the time but it does happen!! Very frustrating when you realise that tools aren't working.

I'm not able to reproduce it either as it come and goes. Sometimes it doe sit and sometimes it doesn't. If I can work out exactly what I'm doing I will come back to you.
you sure nobody else is in it or you activated at one time in the same session and forgot to take the read write lock off?
