Ok here's my issue I have my border.dgn file being ref in 1:1 and I have a model space for my typical section drawn 1:1like it should be but I change the model space scale for the Typical section to 1/8" = 1'-0" and I ref that section down into the border at that 1/8" = 1'-0" scale, that size looks good but the auto dimensioning and any other text that I place in the 1/8" = 1'-0" is huge when Annotation is set to on, if I shut it off it is ok but I don't want that, I've done this a million times before and never ran into this issue, again the Section size looks good when ref into border at 1/8" = 1'-0" but text size is too big
Is the "Use Annotation Scale" setting of your reference ON or OFF?

Try turning the "Use Annotation Scale" setting of that reference file to OFF and see if that helps your situation.
That setting applies the active model's annotation scale to the annotative objects in the reference file. Sometimes that's preferable, but sometimes it isn't. if my annotations in the reference are already the "right size", I do not need my active file trying to apply extra scaling on top of what I already have, so I turn that setting OFF.
In the model space the typical section is drawn 1:1 as it should always be, when that typical section is ref down into the sheet model into a 1:1 border at 1/8=1'-0" it looks great text and all...but only if I leave the model space scale at 1:1 the text is fine, if I change the model space scale to 1/8"=1'-0" like it should be the text is huge in the model space and huge when I reference it on to the sheet, normally whatever scale your referencing the detail in should be the same scale you model space to control the size of the text but for this 1/8" scale it is not doing it correctly.
what is the size of the text in the section file being referenced ? 2", 6", 5' ? and is there an annotation scale being applied to it in the section file ?

The Section model space is set to 1/8" = 1'-0" scale and it is reference in at the same scale and the annotation is applied to the giant text, the smaller text has to be replaced because its not pertaining to this certain project but its just odd that the model same at an 1/8" scale is being ref in at 1/8 scale too and the ref looks good but the text doesn't follow suit its huge, normally no matter what annotation scale as long as I ref it in the sheet and it looks good at that scale everything should be fine, it is just an odd one, never came across this issue in 17 years
