Ok here's my issue I have my border.dgn file being ref in 1:1 and I have a model space for my typical section drawn 1:1like it should be but I change the model space scale for the Typical section to 1/8" = 1'-0" and I ref that section down into the border at that 1/8" = 1'-0" scale, that size looks good but the auto dimensioning and any other text that I place in the 1/8" = 1'-0" is huge when Annotation is set to on, if I shut it off it is ok but I don't want that, I've done this a million times before and never ran into this issue, again the Section size looks good when ref into border at 1/8" = 1'-0" but text size is too big

I know how it's applied and how it works but i'm just running into a problem that I never came across my entire 17 year career
dont use it in model space and just put dims in sheet 1:1 and if ref is scaled tell dim setting to use ref scale, this old school before annotation scale....
otherwise set the annotation scale to an easy to read scale while in model space, then ref attach to drg sheet and let the ref manager handle the annotation scale for you..

I was able to get it to work in the model space, I figured out the problems there were some settings that were causing the problem and some manual inputs needed to be placed to find out the proper scale factor, so now no matter what scale I use everything follows and works correctly
