 You don't get to see rows and headers because in your Element Selection you have Disabled Handles (like read only) object turned on.

 Make sure that you use an appropriate table seed , which is described in MicroStation help.

 I think you're looking for the Association option in the Place Table dialog when you choose to import from Excel.
