[Connect U12 Reports] I have created simple report giving level and area but it doesn't preview

Question

As the title. There is no data in the report when I attempt to preview but placing it as a table works. Here is my report 
 
 Here is the preview 
 
 Here is the table

Which works as expected.

 Change your Report definition Search Location to All (not Current Selection ). 
 
 Neither By Fence nor Current Selection seem to work. That begs the question: Why does MicroStation create a Table when the Report is empty?
