Is there away to retain the ready only status for a Connect session, similar to V8i behaviour? In V8i, there was a check box, now, I have to specifically select the open-read-only button everytime in Connect.

I assume you are talking about only being able to select the option on the right-click menu "Open As Read Only".
Also, that there was a tick box in V8i on the File Open dialog to turn this on for all files selected.
If you use the configuration variable MS_READONLY this would be turned on for all files.
Is there any reason you are particularly requiring this capability?

I regularly have to open dgn files to see what's in there. In V8i, I can just turn on the switch and cycle through files fairly quickly. In Connect, you can only access that right-click menu on recent files, other than that, you'll have to access the "open read-only" hidden button, Microsoft office style. So I guess it's quite likely has to be a change request to have the checkbox reinstate? There's no chance there's an V8i "File Open" in Connect?
Another option would be to have a shortcut that starts a readonly session.microstation.exe -wsms_readonly=1

if you do not need to edit the files and just see what is in there (display). What about using Bentley View CONNECT?

As John Suggested you could create another shortcut, in his example he makes use of the var MS_READONLY, an alternative is to use the command line Switch -R see https://communities.bentley.com/products/microstation/w/microstation__wiki/8873/microstation-command-line-options-and-switches
