Change Display ordere in 3d without changing Z Value

Question

Hi There 
 I want to change display order of elements in a 3D model but i cannot find a way except changing Z value!! 
 so because my map is in 3d and all the objects have Z value its impossible to change Z ,so is there any way to turn off this displaying order? or any other solution?

You can use the File Order to set the display order in MicroStation V8i. 
 First, go into the "Display Style" settings dialog box. Select your active Display Style. Check on "Use File Order for Display. 
 Second, select the elements that displayed in the background that you want to move to the top of the display. From the Edit pull-down, select "Bring to Front". 
 This will place the element definitions in the file to the bottom of the file. When MicroStation draws the elements, it starts from the top of the file and processes them in order going down the file. the elements at the bottom of the file are processed last and are on top of elements higher up in the file. 
 You can also make a copy of your display style and give it a new name with "Use File Order for Display" turned on. This way it is easy to switch a file back and forth from using elevation and using file order.

Reference the file in a second time and turn everything off except those items that you need to change the z value (you may need to do this several times depending on the z elevations of each element). In Reference Manager you can change the Z elevation of the reference file to move it up or down. This is about the only way you are going to accomplish what you want to do without changing everything to 2d.

changing the z value seem counter productive to it being 3d in the first place, you may as well just make everything 2d and use select by levename and use bring to front... 
 But if its only filled areas that you want see underlying data then select all the areas ( polygons or shapes / regions) that have fills and change the fill level to have a percentage say 20% transparency make sure view attributes have transparency turned on... now objects will show through your fills like they would with coloured glass...
