One of reason for many users staying with v8i versions is lack of Bentley Library utilities like Areatool, Civtools as there are no similar funcionality in CONNECT edition.
Are there plans to migrate these utilities or add such functionality in Microstation/Powerdraft?

There's AreaAnnotator.
AreaAnnotator makes use of Item Types to tag area features. It automatically takes measurements and makes those available for annotation.
And, even without AreaAnnotator, you can use a Report to harvest area data. This article describes how to write an Area Report...

Yes man, Jon's tools works a charm, although I still use my old user command for areas, as I don't use it often.
But if you want a few sections, manipulate surface models, station centerlines, profile, read shape file vectors with attributes, simply give Bentley another $8000.

Well, I have seen many types of reactions in last few years. The most sad (for me) is when users realize CE is unacceptably bad (and MicroStation CE is super fast and super stable when compared with discipline specific solutions like ORD), there are no favourite V8i utils available and moreover, SDK is not accessible (because everyhthing has to be covered by BDN agreement), so they are even not able to simply convert or create new in-house applications. In such situation they usually decide evaluate other platforms, maybe not so technologically advanced, but with better support and cheaper operation (cost of local support, availability of tools...).
Or they wait until situation change and stay on V8i, which of course does not motivate 3rd party developers to invest into expensive and complicated applications migration (when there are no CE users).

But not just anyone can get their hands on the SDK anymore, either, can they? That's part of the BDN price, which is just too steep for dabblers like me

You express the confusion wrought by Bentley's approach to development. An independent software developer (ISD) must pay a fee to create apps. for Bentley products using their SDK. However, I believe that a customer who pays for SELECT can obtain the SDK for internal development at no extra cost (but don't take my word for that — get confirmation from your Bentley account manager).
Mary can you send me cell library of steel shapes if you did indeed create one from steel.ma? We're heavy users of it and I was about to start to do so, but no reason to re-invent it...
