Reference level overrides is off (SS4)

Question

I have a file that is referenced into another file. Both files are "models". The first file is a base file and the second file is a sheet that I just trim out the lines within a border. I have some lines drawn in the base file that are dashed lines, but in this particular sheet I want those lines to look solid. in the sheet file, I select the level in the base file in level manager and change the style to solid, but it won't save it that way. I also have other "sheet's" that I'm able to override that linestyle. I've tried the key-ins that were suggested here, and I've tried "repairing the file" but no luck. any new suggestions?

Maintaining reference file appearance is quite simple of you follow these steps. 
 
 Reference your base file into the design model of the second file (which should also contain a sheet model) 
 Set the level appearance of reference file (visibility/overrides etc...) 
 Create a Saved View 
 Open the sheet and ref attach the Saved View (you can use the keyin rf=.dgn to save time) 
 On the Ref attach options set Live nesting to Enable , Set Display Overrides to Never and Synchronize View to Everything 
 
 This never fails and maintains consistent control of what is seen on the sheet via the design model. Another alternative approach is to use another DGN file as a composition model containing only a design model into which you reference all your necessary files and then create the Saved View in that file. The Saved View can be directly attached to the Sheet Model in your Drawing file. This approach is suited to drawings which need displayed over many sheets e.g. Railways/Roads/Large Buildings etc... as it saves having to set up the level appearance of reference files once per sheet model.

The second file is it a "sheet model"ie white background and paper size border and a title block cell on top, or is it a model black background with a title block cell/ or ref ontop 
 if the later then what your doing should work .. check the view attributes allows for overrides. 
 If the former then when you attach your first model ref data to a file that has multimodel, ie a model space ( Black BG) and a sheet model (white BG) 
 Then in the ref manager you need to set overrides as always, then when you self ref this active drg model into the sheet model it needs to be set as Nested obviously , but you set in ref manager overrides to never, now to make the changes dont do the overrrides from the sheet model view go to the model (BBG) that has the ref attached and apply you override line type there, if you lines are by level then the sheet model view should show the changes... we assume that the ref was attached prior and now revisit required the overrides change... if this didnt work then detach the ref file reattach and change the orride now in the model space view, now change to the sheet modle view and your changes should have taken hold ......
