I would like to assign a priority to an element to move it back to prevent it from interfering with other elments on the same level, but the button is greyed out under attributes. Also When I go the properties button the feature is selected, but does not show in the list. See screenshot examples.

I believe Mary is correct. You need to twiddle with the item's "elevation" (i.e. "Z" value).
