I am not able to reference a JP2 file to v8i or Connect versions of Microstation. I see a lot of issues in the past with this file format. Was a solution ever found? If not why does the documentation still say that this format is compatible?

Post from couple of years ago indicates this issue still not resolved. I would not say converting the JP2 file to another format compatibility with that format.
I reference jp2 files all the time with no issue in v8i or CONNECT
Microstation CONNECT - 10.17.2.61
ORD - 2021 R1 10.10.1.3
ORD 2022 R1.1 - 10.11.3.2
ORD 2022 R3 - 10.12.2.4
Microstation v8i SS 10 - 08.11.09.919

Then maybe there is something wrong with the JP2 file I am trying to reference?

Can you post the file here for others to test?
If not, you'll need to raise a Service Request (SR) with Bentley support and send them the file privately.

It looks like the reference cannot be found? Usually when a reference shows up red it indicates the file cannot be found (either renamed or moved). If it was incompatible with the software you would not be able to attach it to a dgn file.
