I created a parametric cell with the following variables :
But when i place it on a model, the variables which are set to be visible gets their order/arrangement mixed up. Can this be changed?

Which MicroStation version are you using?
Is that possible to share your dgn file or csv file? I tried creating variables according to your first screenshot and set some variables as Hidden, but when placing, their order didn't change like your 2nd screenshot does.

I am using MicroStation Connect Edition Update 12 - Version 10.12.00.40, see attached dgn file.

Thanks for the file, I tried to place your dgn file using Update 12 build but could not reproduce the issue you mentioned. Below is the variable list I got. Can you please try creating a new dgn file and place the dgn file? I also attached the dgn file I used to place.

Hi, i'm also getting the variable list arrangement that you have in that screenshot before i place the cell - which is in the PLACE PARAMETRIC CELL TAB, the problem is after the cell was placed, the arrangement of the variables in the PROPERTIES TAB gets mixed up. I tried your file and I'm still getting the same results. See below
