how to place a note with circle , in which the circle is line weight 1 and the leader line weight 0?

Not sure what version of Microstation you are using, but you can still use the keyin for v8i & CONNECT "analyze element". This brings up the legacy Element Information dialog. THe great thing about this method of analyzing an element is that it is more flexible with dimensions. The newer Element information dialog does not break dimension elements into their individual components to allow symbology changes.
As you can see in the screenshot I am able to select the ellipse and change the weight to be 3 and the terminator and in-line leader remain at weight 0.
This dialog may be antiquated, but the functionality of breaking down dimension components and allowing such modifications should be resurrected in CONNECT as standard functionality of the newer Element Information dialog.

Thank you SO much for reminding us about that. Since it's not on any toolbar (by default) I forgot about this, and how useful it is.
Yes, please bring that functionality to the more modern tools.

MaryB, back when I was drafting full time I used this all the time. There is limited functionality with it (like only being able to select one item at a time), but the ability to modify dimension element attributes is invaluable. I believe in v8i if you change the attributes of text with a leader the in-line leader was always affected by that change. Our text weight is usually weight 3 and leaders weight 1. If you accidentally placed you note with the wrong weight and changed it the in-line leader changed as well. Using this old element information prevented the need to replace the entire note.
Hopefully they can incorporate that function back in
