I tried to bring in a spreadsheet as the source/seed for a table, and the table and its text came in 12 times too small. When pasting from Excel, in the past, we had to scale it up by 12 times the drawing scale. But with Annotation Scale. its only 1/12 too small. I was able to select the table and use the scale element command, but the table settings - lines, fill, fonts were still rather difficult to reset to something useable. And if I refreshed it from the spreadsheet, it reverted back to its original size.
There seems to be no easy way to set text styles for multiple cells (and other settings) as defaults or after the fact when using an Excel source
There has to be more productive ways of using Tables in MicroStation.
I assume you are talking about the Tables operations within MicroStation CONNECT Edition. Is this Update 13? Are you able to supply an example design file with some screen captures showing the workflow and what is happening?

That nomenclature is confusing, because a seed table means something different to a data source.

This file uses a migrated form of our original V8 workspace. We use a modified set of units/sheetsizes and scales.def files. Our scales have the feet/inches ratios built into them so to our users, 1" = 50' is a 1:50 ratio. When importing a spreadsheet or Word Document using copy and paste, we could set the tool settings to default to by Size and multiply the scale by 12 ant it was virtual identically sized as if it were printed to paper.
In Connect, it seems we need to scale it up twice by 12 (144X) to get the same results.

To avoid scaling issue, you can create a new text style with desire text height and assign the same text style while importing the Table.

The defect (1041914) is already reported for the same.
OK, there are still issues, just different issues.
