Cell Library Dialogue - No show (v8i)

Question

When trying to create a new cell library the Select Element > Cells dialogue box does not come up at all. No cel lib loads, even though, just recently, an existing cell lib was working OK. The WSpace has not been changed. 
 The W indow Select list says that one item is &ldquo;Cell library&rdquo;. Sometimes dialogue boxes hide behind others, but today just evaporated. Is this a known phenomenon?

try using the keyin to load a cell library rc=libname.cell; ac=cellname or place cell 
 if that works then its finding the cell lib so maybe the dialog is off the screen, try control space bar to have dialog on end of mouse,.. there should be a keying for the cell dialog.. could be dialog place cell or similar...failing all that you need to make a log file and run place cell then you can send the log file to Bentley to figure out what is happening

that's the cell selector and its a different tool to the dialog for the place active cell and the browse to active cell 
 try keyin 
 place cell icon 
 then you should see this 
 
 now if its not visible close all your other tool dialogs, still cant see it then try this 
 click on powerselector, move it to where you like it to stay on screen 
 now turn on popset button ( red changes to green) 
 
 Now try and move you mouse to a new spot and click control and space bar together and the powerselector should pop under the mouse, now try the place cell same trick control space.. didn't work? ok look at the settings for the popset ( right mouse on popset) as you can see in mine not ticked because its on ie green 
 
 still no joy try from pull down menus 
 Element>cells 
 
 then should get below click on any one (1) and click placement (2) 
 
 then the dialog (3) your missing should pop 
 where you had the powerselector 
 
 no good then what happens with the place cell icon ?
