When trying to create a new cell library the Select Element > Cells dialogue box does not come up at all. No cel lib loads, even though, just recently, an existing cell lib was working OK. The WSpace has not been changed.
The Window Select list says that one item is “Cell library”. Sometimes dialogue boxes hide behind others, but today just evaporated. Is this a known phenomenon?

This issue sounds like it is associated with a dialog box that has been dragged off the edge of the screen. The easiest method of retrieving the dialog box would be to locate it under the Window List in MicroStation. You can open this by keying it into the Search Ribbon option or selecting the Windows List tool from the Primary ribbon.

If the missing dialog is not listed, you may need to reset MicroStation back to the default settings. To do this key-in the following at a command prompt:
"C:\Program Files\Bentley\MicroStation CONNECT Edition\MicroStation\microstation.exe" -restoredefaults
(or whichever location has been selected for the installation of MicroStation)

This should reset everything back to default so the dialog boxes reappear.
You can open a Command Prompt either from:
> Start Menu > All Programs > Accessories
or
> Start Menu > Run...

Sorry, but the concept of restoring to factory settings in the Wiki also relates to the V8i version and would use a different EXE but basically the same.
"C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation\ustation.exe" -restoredefaults
The list of Tools or Dialogs that are open in V8i version is just available under the Window menu but also basically the same concept.
