Have a DWG with multileaders in it. Text in the multileader looks like this in Acad 2018 (plain Acad no C3D):
In CONNECT U13 I see this:
After doing a 'Save As' the ### fields scale up about 5 times larger than the clip above.
I do get an Object enabler message about 'RTEXT' in Express Tools, but can't find and Express Tools OE.
This is causing problems in when I create PDF renditions also - I get the ### signs instead of the text.File attached. Any thoughts?

I am not seeing the same results you get in ACad 2018. I get the blown up version of the text (so it actually matches what I see in U13).
To get around the ### symbols, set the DWG open options>advanced>block attributes as tag

I see what you describe in MSTNCE and as you state the switch works. Now though the Attributes are tags instead of Items. I guess you could now run the Tag to Items conversion but should you need to? Isn't there a bug in that it didn't bring the attribute over correctly in the first place?

yep
they were never items. If that option is not selected, then it is just a text node in the file (at least that is what I am seeing).
