I have PDF copy of Markup P&IDs which contains a lot of information in terms of Metallurgy mapping and many data added into the PDF files. Can I convert that file into the Microstation DGN Format.

You can attach a PDF in MicroStation as a raster reference. There are third-party tools that claim to convert PDF to CAD. Approach with caution!

Its free. I tried a couple more and one did not do a decent job, I think it did rasterize and vectorice afterward and the other was a complete mess. The on I posted extracted the data very nicely.
Hi Pablo, that surely works fine. But keep in mind that you upload data to an external server of which you don't know who runs it and what they do with your data apart from converting. It might be a free service - but at what cost?
We use a tool called Print2Cad that costs a bit but does a good job when it comes to vectorized PDFs.
If you have access to Autocad 2018 onwards you can use " pdfimport " or "importpdf" and it has vectorise options
if the pdf was not scanned but print to pdf and text searchable then it will create real text. otherwise its lines and arcs but it looks like text... works extremely well but if your pdf is terrible then poor results... with spots and dots but you can erase them.... I wish Bentley would add this feature to Vanilla MicroStation ie no verticals or addon just plan microstation… Acad have had it for more than 3 years...
there are many products as 3rd party as well as internet sites, I own a copy of SCAN2CAD very cheap and lot of features when I bought it and still works in win7 and 10.
If you own or have access to Adobe software like Illustrator or Corel Draw they can convert pdf to vector also but all these products only convert to DXF nothing to direct DGN … you may find other Bentley addons or extras like Descartes or IRAS/c might do the job but you'll have to pay extra to get them ...
