This is all of the data that I was supplied for each arc,
1st arc - delta = 04^31'28"
radius = 1366.00'
length = 107.87'
2nd arc - delta = 02^45'24"
radius = 1589.52'
length = 76.47'
2nd arc need to be tangent to first
Place Arc command > Method: Start,Mid,End > Enter Radius 1589.52 > Enter Length 76.47 (sweep angle will be calculated for you) > Choose "Tangent point" as your snap mode > snap to the end of your first curve & accept the direction of curve.
I used start and center and filled in the radius and length and direction , but used the tangent snap for each arc, note I needed as start point, like a horizontal line east west, and also FYI the sweep angle and is also your delta,
delta is the IP angle between the tangents of start and finish which always works out as the sweep angle, so its a good check on the arc length is correct, the start angle in the dialog is also the bearing in angle see my screen shot.. I included my dgn for you too
