I made a solid cone with revolve tool. I am trying to cut out a slice of the cone with a rectangular shape. I tried using curve or straight line to cut solid, but I either get unable to cut solid error or get unexpected result. The cut ends up in a totally different area. See before and after picture. Any idea why?

Using which version (e.g. v10.x.y.z) of MicroStation?
Depending on the version of MicroStation and the tool settings, that cone could be a primitive cone or a SmartSolid. Perhaps you could post a DGN example here?

The (08.11.09.714) version is usually supplied as a dependency of another Bentley software package, like InRoads or Geopak. Are you also using one of these packages installed on top of this version of MicroStation V8i SS3?

Also, support for these old V8i versions is currently in an expiring status so you should probably be looking at upgrading to the CONNECT version of either MicroStation or OpenRoads if your using one of these Civil products.

As Jon Summers has mentioned, it would be helpful if you could provide an example design file so we can have a look at what you have produced. It would be even more helpful if you could identify the tools and workflow being used to produce this solid element.

Your problem is being caused by the Working Units setting of the design file. You have a resolution setting of over 109 million per foot and a solid working area of about 40 feet. Your solid object is 85 feet across which far exceeds the Solids Area.
You should setup a new design file with more reasonable Working Unit Settings such as the defaults shown in the second image below.
