I have nearly 500 dgn files with different levels ,different colors and different weights in all files but same levels are used in all dgn files can anyone help me to do with script or batch process or keyin im newbie please help me in points it would be very helpful and time consuming for me if anyone can help me in this i would be very thankful
Please follow the Forum Best Practises. In your case, it's worth mentioning that you have converted your DGN files from a DWG source.

MicroStation has levels, AutoCAD has layers.
MicroStation uses level libraries (DGNLibs) that store level definitions. A DGN model can use level definitions from a DGNLib.
I suggest that you save one DGN file with a .dgnlib extension. Move your new DGNLib to the folder where other DGNLibs are stored.

That depends on your MicroStation configuration.
If you're working on your own, then resources such as DGNLibs are probably on your computer. If you're part of a MicroStation team with a network, then resources may be stored on a network server.
