You can find training tutorials for free, not from Bentley. If you are a Select customer, there is a lot of stuff available from Bentley.

To get you started with that- Do a DOS directory, dir *.dgnlib /s, then look at the configuration value MS_DGNLIBLIST to see where you are telling Microstation to look for those. I can tell you it's not necessary to understand dgnlib complete to accomplish your present task.

As general recommendations - that is how I approach new challenges: Dont expect especially software to work in the way you imagine. Developers often have a complete different approach to solve an issue than a user might expect.
To learn I recommend going step by step to get your head around. And start with a simple example. Create a new and small file. A few elements - and just a few levels in this case. Try if you get that to work. I guess that should be easy when you follow the instructions ( see help and the Instructions in the csv/excel file. )
LMGTFY: try to search Internet and/or YouTube "youtube microstation mapping Levels"
I also try to not offend. I guess we are stuck. Like you can not afford training we are not able to give you a detailed training for any particular functionality for free. Especially as this issue is already explained in a couple of ways. We can only try to get you on the right track-
I understand your a newbee, but did you even bother do a search in google or even the top search bar in the forum?
I searched google for you with cvs remapping microstation book ( I was looking to find you a book to BUY to improve your training resources , if you wont invest in yourself no one else will ..( I have bought several books on microstation over the years all at my own expense)
ok the first search found exactly want you wanted even though no book found in top of list )
... ( yet...I had old book but now out of print for this and that's how I figured it out a few years ago)
Here is the google search, the first explains it very well for newbies, the other also good but not so easy to understand...

If these wont help you how to do what you want then you need to get somebody to do it for you or read the information and show you how to do it in microstation, maybe its a language barrier thing.. any way always try google , you tube , Bentley learn ( free tutorials and videos are available)
Good luck don't give up .. save up some money and buy some training books or a book... also cheap training manuals at Vision Cad ( bought a few of those too I even bought autocad books when I needed to use autocad)
FYI don't buy inside microstation V8i its too basic , but not bad for absolute cad beginner or school student , too expensive and you wont find any advanced stuff like this .. not even print organiser, batch processor are not even mentioned .. .from memory not even sheet models usage mentioned...
