I am using V8i and when I create a new version of the dgn file, the file size has increased from 1.5 to almost 28Mb with no changes being made, why is this?

Have you check if your new created file from PW is placing shared cell's inside your new apparent empty file?

You can see under Cell Library and check Use Shared Cell box:

If something pops up and you want to delete it you can use the following key-in: "delete scdefs all" without the quotes.
