In MicroStation v8, I had clip the shape element using fence clip option and the clipped element retains the user data linkage attribute value. The same thing I was tried in MicoStation CONNECT Edition but the user data linkage does not retained. If I need to change any configuration setting in MicoStation CONNECT Edition? Kindly suggest me.

In MicroStation CONNECT Edition, I didn't know the option to see the user attribute data linkage window like above mentioned screenshot in MicroStation. And also, user data linkage does not retained when clipping the element in CE.
Here, I have attached the dgn files as like original shape element before fence clip(sample_input.dgn) and received output (sample_OutputReceived.dgn) using fence clip option in MicroStation CE and expected output (sample_ExpectedOutput.dgn).

Use key-in ANALYZE ELEMENT to pop that window.

My problem was user attribute data value is not retained when I was clip that shape element. I need to retain that attribute value after fence clipping. I am also attached my sample data. Kindly help me come out of this issue.

That looks like a bug: functionality that exists in MicroStation V8 is not implemented in MicroStation CONNECT. It's good that you've supplied evidence in the form of DGN examples. I suggest that you raise a Service Request (SR) with Bentley Systems.
