If the DGN has a geographic coordinate system, Bing Maps can be added using Raster Manager.
Doing an online search for 'google earth into microstation' will give you many results to check.
it depends which version of microstation your using and you need to have a GCS set in your file...there is a wiki tutorial on this from bentley search this site

If you go to the Help, and search "Google Earth" you may find the process you need. There are tools specifically for bringing across a Google Earth image.
That being said, the GE image is static - it's a snapshot of what GE shows when you get the image. it's not like attaching to the Bing Maps server.
