I have a DGN file that shows lots of used levels In the level display and the level manager that have no elements on those levels. Why are they being reported this way and Is there a way to stop them from being reported as used? I have attached the DGN file that is giving me the problems and an example of 2 levels that are doing this is TOPO_E_TCAN-Line and TOPO_E_TCEM-Cell although most of the levels being reported as used actually have nothing on them.

When I open the file, I see all levels occupied by some elements (there are not zero numbers displayed in Elements column).

The level TOPO_E_TCAN-Line has 2 line strings
and level TOPO_E_TCEM-Cell has 8 ellipses

Yes. The dialog boxes show there are elements on those levels but if you turn off all levels but those levels there are no graphics showing.

Maybe the elements are part of cells, so they are not displayed when their parent cell(s) are not displayed too? Just an idea, have no time to check it now.

From your screenshot, those levels are assigned colour zero, which is white in your color table.
If the background of your drawing is white, you won't see those lines. Change the background to a dark colour in your user preferences.

White line on white background is displayed as black by default in MicroStation, so it will be visible.
Unfortunately the problem is somewhere else, because when the level color is changed, nothing is still visible.
