I have a DGN file that shows lots of used levels In the level display and the level manager that have no elements on those levels. Why are they being reported this way and Is there a way to stop them from being reported as used? I have attached the DGN file that is giving me the problems and an example of 2 levels that are doing this is TOPO_E_TCAN-Line and TOPO_E_TCEM-Cell although most of the levels being reported as used actually have nothing on them.

Use the key-in Level Element Delete <levelname> and all elements on the level designated will be deleted. A lot of times non-graphical elements will remain on a level. This should solve the issue, but it does not always work.

Hmmm ... and how does it relate to the fact that graphical elements are reported to bestored in the discussed levels? ... line string, ellipses ... they can even be selected, but from some reasons not displayed.
