There are two levels in the attached DGN, the default level and "DR 066 Dirt Road". The level manager will not let me delete the DR level and displays the "level is used. Use command level usage...". Level usage shows:
I also tried to use the "select by attributes" command to try and select all elements on this level with no success (finds text with no characters and un-displayed text nodes etc.).
NOTE: If the DGN is compressed the level can be deleted. I am posting this msg because this issue exists in multiple files and is causing problems with another process down stream and I need to find the cause.LevelProblem.dgn
Because the level is deleted when Compress is used, this is not a DGNLIB supplied level name.
The Level is defined in a Level Filter.
Delete all the filters, then COMPRESS file.Now you can delete the Level.

Nice guess but not the issue.
1) Level filters do not make unused levels un-deletable
2) I already noted in red that if I compress the DGN I can delete the level
