I've been searching the forum and documentation and cant find a straight answer for what the Resource Cache option in Preferences is exactly for? Is it something to do with memory management, the interface or undo buffer?

It's a chunk of memory where resource data (fonts, line styles etc) are stored after MicroStation has started. It's a legacy of the times when memory was scarce. These days one Mbyte seems small.
If you have lots of physical memory with MicroStation CONNECT, then you can increase it. But to what? It's hard to tell how much memory those resources might need, so human intervention is unlikely to have a beneficial effect. 4Mbyte (4096Kbyte) doesn't seem unreasonable, but I don't know how many fonts or line-styles your configuration is using: perhaps it should be 8Mbyte? Only Bentley Systems can provide a definitive answer.

Would this in any way have an effect on VBA programs? If I have a large number of VBA programing does that get loaded into the memory cache?
