Following the blog at https://communities.bentley.com/products/microstation/b/microstation_blog/posts/celltool-and-steel-soon-to-be-available-for-microstation-connect-edition-users could Bentley confirm if these will be notified fro download via the Connection Client.
Also I expect poor Microstation Powerdraft users will be left out as always?
These apps never worked in PowerDraft V8i. We will re-examine the policy of running MDL in PD.

Great news, but PD users want this now not in 5 - 10 - 15 years time
Too long have PD user been restricted in basic tools that in other vendors tools sets are the norm

Not true they were perfectly fine until migrated to native(or whatever it is called) MDL apps with external DLL and a need for dlmpassword. But even then there are some native MDL apps which run on v8i PD and doesn't require passcode.
So from user perspective it is Bentley who have changed policy in CONNECT edition as they didn't even notice that these old apps don't run in v8 xm or v8i as they simply used the ones which do work and were wondering why there are published new v8i Bentley tools on Bentley website which doesn't work. Developers know the difference but users just don't care about these differences. So either stop calling Powerdraft as Microstation Powerdraft or put a clear warning that Powerdraft is not Microstation even the name suggests otherwise. These are not 3rd party MDLs so there is no reason to limit running them on MS PD.
For example this old v8 version is still running fine in v8i PD.

FYI - Steel v8i did work in PowerDraft v8i. This tool's incompatibility with Connect is the only thing keeping the majority of users in my company on v8i. I'd like to respectfully cast my vote for adding PowerDraft support to the Steel package.
