I have created a couple of Text Favourites in our DGNLIb, using a text style that we have for use with drawing sheets. Essentially text should be 3.5mm high x 2.5mm wide.
When I want to add to a drawing the text come out 100 times smaller!
And is unreadable!
I have tried changing the text height in the Text Editor but this makes no difference.
Is this a bug or am I doing something wrong?

In either file DGNLIB or the active DGN file,do you have annotation scale active?

Have you checked the design file settings ie Units of resolution (UOI) ie do they vary
also check both files have same master units.

Ian. Having just checked my DGNLIB has a resolution of 10000 per Distance Meter, but my drawing sheet has a resolution of 1000 per Distance Millimetre. As far as I know this has never been a problem with any files the we use with this DGNLIB. In fact all files look at this DGNLIB!

They have the same master units of Millimetres.
That's the issue, just went thru this with some of my standards files. Some items in Microstation will scale by master units, others by units of resolution.
